Obama, Congress Fail to Avert Sequester Cuts

President Obama and congressional leaders today failed to reach a breakthrough to avert a sweeping package of automatic spending cuts, setting into motion $85 billion of across-the-board belt-tightening that neither had wanted to see.

Obama met for just over an hour at the White House today with Republican leaders House Speaker John Boehner and Senate Minority Leader Mitch McConnell and his Democratic allies, House Minority Leader Nancy Pelosi, Senate Majority Leader Harry Reid and Vice President Joe Biden.

But the parties emerged from their first face-to-face meeting of the year resigned to see the cuts take hold at midnight.

"This is not a win for anybody," Obama lamented in a statement to reporters after the meeting. "This is a loss for the American people."

Officials have said the spending reductions immediately take effect Saturday but that the pain from reduced government services and furloughs of tens of thousands of federal employees would be felt gradually in the weeks ahead.

Federal agencies, including Homeland Security, the Pentagon, Internal Revenue Service and the Department of Education, have all prepared to notify employees that they will have to take one unpaid day off per week through the end of the year.

The staffing trims could slow many government services, including airport screenings, air traffic control, and law enforcement investigations and prosecutions. Spending on education programs and health services for low-income families will also get clipped.

"It is absolutely true that this is not going to precipitate the crisis" that would have been caused by the so-called fiscal cliff, Obama said. "But people are going to be hurt. The economy will not grow as quickly as it would have. Unemployment will not go down as quickly as it would have. And there are lives behind that. And it's real."

The sticking point in the debate over the automatic cuts -- known as sequester -- has remained the same between the parties for more than a year since the cuts were first proposed: whether to include more new tax revenue in a broad deficit reduction plan.

The White House insists there must be higher tax revenue, through elimination of tax loopholes and deductions that benefit wealthier Americans and corporations. Republicans seek an approach of spending cuts only, with an emphasis on entitlement programs. It's a deep divide that both sides have proven unable to bridge.

"This discussion about revenue, in my view, is over," Boehner told reporters after the meeting. "It's about taking on the spending problem here in Washington."

Boehner: No New Taxes to Avert Sequester

Boehner says any elimination of tax loopholes or deductions should be part of a broader tax code overhaul aimed at lowering rates overall, not to offset spending cuts in the sequester.

Obama countered today that he's willing to "take on the problem where it exists, on entitlements, and do some things that my own party doesn't like."

But he says Republicans must be willing to eliminate some tax loopholes as part of a deal.

"They refuse to budge on closing a single wasteful loophole to help reduce the deficit," Obama said. "We can and must replace these cuts with a more balanced approach that asks something from everybody."

Can anything more be done by either side to reach a middle ground?

The president today claimed he's done all he can. "I am not a dictator, I'm the president," Obama said.

Benedict XVI's Tenure as Pope Ends

VATICAN CITY -- Benedict XVI's eight-year tenure as pope ended today, after he bade farewell to the faithful and departed the Vatican as the first pope to resign in six centuries.

"Thank you for your love and support," the pope tweeted from his Pontifex account. "May you always experience the joy that comes from putting Christ at the centre of your lives."

With church bells ringing across Rome, the pope was driven to the helipad on the Vatican grounds for the 15-minute flight to Castel Gandolfo, the papal summer residence where he assumed the title "pope emeritus" after 8 p.m. local time.

When Benedict arrived at the residence just south of Rome, he was greeted by a crowd of supporters waving flags and banners.

"I am simply a pilgrim beginning the last leg of his pilgrimage on this earth," he told them.

In his final remarks earlier in the day to colleagues in the Roman Catholic Church, Benedict had promised "unconditional reverence and obedience" to his eventual successor. At a morning meeting at the Vatican, Benedict urged the cardinals to act "like an orchestra" to find "harmony" moving forward.

Benedict, 85, spent a quiet final day as pope, bidding farewell to his colleagues and moving on to a secluded life of prayer, far from the grueling demands of the papacy and the scandals that have recently plagued the church.

His first order of business was a morning meeting with the cardinals in the Clementine Hall, a room in the Apostolic Palace.

Angelo Sodano, the dean of the College of Cardinals, thanked Benedict for his service to the church during the eight years he has spent as pontiff.

When Benedict's resignation took effect once and for all at 8 p.m. local time, the Swiss Guards left his side for the last time, their time protecting the pontiff completed.

For some U.S. Catholics in Rome for the historic occasion, Benedict's departure was bittersweet.

Christopher Kerzich, a Chicago resident studying at the Pontifical North American College of Rome, said Wednesday he is sad to see Benedict leave, but excited to see what comes next.

"Many Catholics have come to love this pontiff, this very humble man," Kerzich said. "He is a man who's really fought this and prayed this through and has peace in his heart. I take comfort in that and I think a lot of Catholics should take comfort in that."

Bring on the Cuts: Some Want the Sequester

Mark Lucas wouldn't mind seeing America's defense budget cut by billions.

"There's quite a bit of waste within the military," Lucas, who serves as Iowa state director for the conservative group Americans for Prosperity (AFP), told ABC News. "Being in there for 10 years, I've seen quite a bit of it."

With the budget sequester set to kick in on Friday, the former Army ranger is among a small chorus of conservatives saying bring on the cuts.

Lucas cited duplicative equipment purchases, military-run golf courses and lavish food on larger bases -- unlike the chow he endured at a combat operations post in Afghanistan with about 120 other soldiers.

"These guys would have very good food, and I'm talking almost like a buffet style, shrimp and steak once a week, ice cream, all this stuff," Lucas said. "They had Burger Kings and Pizza Huts and McDonald's. And I said to myself, 'Do we really need this?'"

Lucas and AFP would like to see the sequester modified, with federal agencies granted more authority to target the cuts and avoid the more dire consequences. But the group wants the cuts to happen.

"We're very supportive of the sequestration cuts but would prefer to see more targeted cuts at the same level," said the group's spokesman, Levi Russell.

As President Obama and his Cabinet members are sounding the sequester alarm bells, AFP's willingness shows that not everyone is running for the hills.

Obama traveled to Norfolk, Va., on Tuesday to speak at a shipyard about cuts and layoffs to defense contractors. In his most recent weekly radio address, he told Americans that the Navy has already kept an aircraft carrier home instead of deploying it to the Persian Gulf. And last week, he spoke before national TV cameras at the White House, warning that first responders would be laid off.

Homeland Security Secretary Jane Napolitano has warned that the sequester will "leave critical infrastructure vulnerable to attacks." Transportation Secretary Ray LaHood has warned that air travel will back up after the Federal Aviation Administration furloughs air traffic controllers. And the heads of 18 other federal agencies told Congress that terrible things will happen unless the sequester is pushed off.

Some Republicans have accused the president of scaremongering to gin up popular support for tax hikes. Obama has warned of calamity and demanded compromise in the next breath, and a few Republicans have rejected this as a false choice.

"I don't think the president's focused on trying to find a solution to the sequester," House Speaker John Boehner told reporters at a press conference on Tuesday. "For 16 months, the president's been traveling all over the country holding rallies, instead of sitting down with Senate leaders in order to try to forge an agreement over there in order to move the bill."

After Obama spoke to governors at the this week, Republican Louisiana Gov. Bobby Jindal told ABC News' Jonathan Karl outside the White House that the president is exaggerating the sequester's consequences.

"He's trying to scare the American people," Jindal said. "He's trying to distort the impact."

House Speaker John Boehner used some choice words to pressure Senate Democrats to avert the looming sequester — $85 billion of arbitrary across-the-board cuts — insisting that “the House has done its job” and the burden to offer an alternative before the cuts strike Friday is on the president’s party.

“We have moved the bill in the House twice,” Boehner, R-Ohio, said. “We should not have to move a third bill before the Senate gets off their ass and begins to do something.”

House Republicans voted twice during the 112^th Congress to narrowly pass legislation to offset sequestration with alternative savings, but those measures languished in the Senate and expired with the end of the session.

Boehner also criticized President Obama for taking a Virginia road trip “to use our military men and women as a prop in yet another campaign rally to support his tax hikes.”

Considering Republicans have not acted in the current session of Congress on any legislation to replace the sequester, House Democrats question whether there is sufficient support to pass the old GOP proposal.

“I don’t think I need to give the Speaker a lesson in legislating or how government runs, but whatever was done last year that didn’t get signed into law has evaporated. It is gone. It does not exist,” California Democratic Rep. Xavier Becerra, the chairman of the House Democratic Caucus, said today. “This is a new year, a new session of Congress and it’s time for everyone to get to work.”

Boehner deflected a question whether he believes his weakened majority could pass the Republican bill again, and returned his attention to pushing for a vote in the Senate.

“It’s time for the Senate to act. It’s not about the House,” he responded. “We’ve acted.”

“Where’s the president’s plan to avoid the sequester? Have you seen one? I haven’t seen one. All I’ve heard is that he wants to raise taxes again. Where’s the president’s plan? Where’s the Senate Democrat plan? I want to see it.”

Senate leaders are expected to introduce and vote on their respective plans later this week, perhaps by Thursday.

Senate Majority Leader Harry Reid accused Congressional Republicans of being “part of the problem” in finding a solution to the upcoming cuts, pressing for new tax increases to help offset the sequester.

“We want to work with Republicans to come to a balanced responsible way to reduce this sequester, the impact of it.  My republican colleagues are standing in the way,” Reid, D-Nev., said on the Senate floor. “They only want cuts and more cuts.”

Although Senate Minority Leader Mitch McConnell has said he is not interested in a last-minute deal, Boehner said “If the Senate acts, I’m sure the House will act quickly.”

The House is meeting for legislation business today, although no action to avert the sequester is expected. The House also meets Wednesday and Thursday, but is currently not expected to be in session on Friday.

Secret Vatican Dossier for 'Pope's Eyes Only'

ROME – Pope Benedict XVI decided to keep secret the contents of an investigative report on the “Vatileaks” scandal, ruling that the only person who will get to see it will be the next pope.

The top secret dossier details the findings of an internal investigation the pope launch last April into the so-called Vatileaks affair, in which Benedict’s former butler leaked confidential documents stolen from the papal chambers.

Italian newspapers have claimed — without attribution — that the investigation revealed a sex and blackmail scandal inside the curia.

The Vatican spokesman today underscored that the contents of the dossier are known only to the pope and his investigators, three elderly prelates whom the Italian papers have nicknamed “the 007 cardinals.”

Pope Benedict met today with Cardinals Julian Herranz of Spain, Jozef Tomko of Slovakia, and Salvatore De Giorgi of Sicily in a private audience.

According to the Vatican, the pope thanked them for their work and expressed satisfaction with their investigation.

“Their work made it possible to detect, given the limitations and imperfections of the human factor of every institution, the generosity and dedication of those who work with uprightness and generosity in the Holy See,” read a Vatican statement.

The Vatican statement pointedly added: “The Holy Father has decided that the acts of this investigation, known only to himself, remain solely at the disposition of the new pope.”

Many here had expected the investigating cardinals, who are too old to participate in the conclave, would brief the voting cardinals about their findings.

Today Vatican officials clarified the investigating cardinals will be free to discuss their investigation with the other cardinals, as the voting members of the conclave seek to understand the challenges the next pope will face.

But the dossier itself will remain “For the Pope’s Eyes Only.”

Pistorius' Brother Facing Own Homicide Trial

The attorney for Oscar Pistorius' family said today that the Olympian's brother is facing a culpable homicide charge relating to a 2008 road accident in which a motorcyclist was killed.

Carl Pistorius, who sat behind his younger brother, Oscar, every day at his bail hearing, will now face his own homicide trial for the accident five years ago, which his attorney, Kenny Oldwage, said he "deeply regrets."

Carl Pistorius is charged with culpable homicide, which refers to the unlawful negligent killing of another person. The charges were initially dropped, but were later reinstated, Oldwage said in a statement.

Pistorius quietly appeared in court on Thursday, one day before his Paralympic gold-medalist brother was released on bail, Oldwage said. His next appearance is scheduled for the end of March.

It was the latest twist in a case that has drawn international attention, after 26-year-old Oscar Pistorius, a double amputee who ran in both the 2012 Olympic and Paralympic games, was charged with the premeditated murder of his model girlfriend, Reeva Steenkamp.

On Saturday, Carl Pistorius' Twitter handle was hacked, according to a family spokeswoman, prompting the Pistorius family to cancel their social media accounts.

Steenkamp's parents speak about the Valentine's Day shooting that ended their daughter's life in a sit-down interview on South African television tonight.

On Saturday, the model's father, Barry Steenkamp, told the Afrikaans-language Beeld newspaper that Pistorius will have to "live with his conscience" and will "suffer" if his story that he shot Steenkamp because he believed she was an intruder is false.

After a four-day long bail hearing, Pistorius was granted bail Friday by a South African magistrate.

The court set bail at about $113,000 (1 million rand) and June 4 as the date for Pistorius' next court appearance.

Pistoriuis is believed to be staying at his uncle's house as he awaits trial. As part of his bail conditions, Pistorius must give up all his guns, he cannot drink alcohol or return to the home where the shooting occurred, and he must check in with a police department twice a week.

South African Olympian Oscar Pistorius is spending time his family today after the athlete was freed on $113,000 bail Friday.

"We realise that the law must run its course, and we would not have it any other way," the Olympian's uncle, Arnold Pistorius said in a statement on Saturday.

The Pistorius family expressed their gratitude that the former Olympian was allowed out of jail before the trial.

"This constitutes a moment of relief under these otherwise very grave circumstances" said Arnold Pistorius."We are extremely thankful that Oscar is now home."

Pistorius, 26, is charged with premeditated murder in the Valentine's Day shooting of his girlfriend Reeva Steenkamp.

While the prosecution argued that the world-renowned athlete was a flight risk and had a history of violence, South African Magistrate Desmond Nair, who presided over the case, disagreed.

Pistoriuis will have to adhere to strict conditions to stay out of jail before the trial. He must give up all his guns, he cannot drink alcohol or return to the home where the shooting occurred, and he must check in with a police department twice a week.

During the hearing, the prosecution argued that Pistorius shot Steenkamp after an argument, while the defense laid out an alternate version of events saying Pistorius mistook his girlfriend for an intruder.

Nair took issue with the head detective originally in charge of the case, who he said "blundered" in gathering evidence and was removed from the case after it was revealed he is facing attempted murder charges.

After the magistrate's decision, cheers erupted in the courtroom from the Pistorius camp. Pistorius' trial is expected to start in six to eight months, with his next pre-trial court date in June.

The women told ABC News that they understand that Arias needs to be punished and Arias understands that too.

"She does know that, you know, she does need to pay for the crime," Campbell said. "But I don't want her to die, and I know that she has so much to give back."

The lies that Arias admits she told to police and her family have been devastating to her, Bering said.

""She said to me, 'I wish I didn't have to have lied. That destroyed me,'" Donovan said earlier this week. "Because now when it's so important for her to be believed, she has that doubt. But as she told me on the phone yesterday, she goes, 'I have nothing to lose.' So all she can do is go out there and tell the truth."

During Arias' nine days on the stand she has described in detail the oral, anal and phone sex that she and Alexander allegedly engaged in, despite being Mormons and trying to practice chastity. She also spelled out in excruciating detail what she claimed was Alexander's growing demands for sex, loyalty and subservience along with an increasingly violent temper.

Besides her two friends, Arias' mother and sometimes her father have been sitting in the front row of the courtroom during the testimony. It's been humiliating, Bering said.

"She's horrified. There's not one ounce of her life that's not out there, that's not open to the public. She's ashamed," she said.

Las Vegas Strip Shooting Leads to 3 Dead

A drive-by shooting on the Las Vegas strip early this morning by the occupants of a Range Rover SUV, who shot at the occupants of a Maserati, caused a multi-car accident and car explosion that left three dead.

Police said that they believe a group of men riding in a black Range Rover Sport SUV pulled up alongside a Maserati around 4:20 a.m. today and fired shots into the car, striking the driver and passenger, according to Officer Jose Hernandez of the Las Vegas Metropolitan police department.

The Maserati then swerved through an intersection, hitting at least four other cars. One car that was struck, a taxi with a driver and passenger in it, caught on fire and burst into flames, trapping both occupants, Hernandez said.

The SUV then fled the scene, according to cops.

The driver of the Maserati died from his gunshot wounds at University Medical Center shortly after the shooting, according to Sgt. John Sheahan.

The driver and passenger of the taxi both died in the car fire.

At least three individuals, including the passenger of the Maserati, were injured during the shooting and car crashes and are being treated at UMC hospital.

Police are scouring surveillance video from the area, including from the strip's major casinos, to try and identify the Range Rover and its occupants, according to police.

They do not yet know why the Range Rovers' occupants fired shots at the Maserati or whether the cars had local plates or were from out of state.

No bystanders were hit by gunfire, Hernandez said.

"We're currently looking for a black Range Rover Sport, with large black rims and some sort of dealership advertising or advertisement plates," Hernandez said. "This is an armed and dangerous vehicle."

The Las Vegas Convention and Visitors Authority had no immediate comment about the safety of tourists in the wake of the shooting today.

Arias Can't Remember Gory Death of Ex-Boyfriend

Accused murderer Jodi Arias told an Arizona jury today that her ex-boyfriend became enraged when she dropped his new camera, body slammed her to a tile floor and threatened to kill her, and in the frantic struggle that followed she remembers a gun being fired accidentally but does not remember stabbing him.

Her version of Travis Alexander's death was the culmination of more than a week of testimony in which Arias, 32, has tried to convince the jury she killed Alexander, 27, in self-defense during a violent episode in what she has described as an increasingly abusive relationship. She is on trial for murder and could face the death penalty if convicted.

Arias said that Alexander lost his temper when she dropped his camera on his bathroom floor while taking nude photos of him. Enraged, he picked her up and body slammed her onto the floor, screaming at her, she told the jury.

She ran to his closet to get away from him, and then exited through the closet's second door into Alexander's office where she grabbed a gun that she knew he kept on a top shelf.

She tried to keep running, but as Alexander came after her she said she pointed the gun at him in an attempt to ward him off.

"I pointed it at him with both of my hands. I thought that would stop him, but he just kept running. He got like a linebacker, he got low and grabbed my waist, and as he was lunging at me the gun went off. I didn't mean to shoot. I didn't even think I was holding the trigger," she said.

"But he lunged at me and we fell really hard toward the tile wall, so at this point I didn't even know if he had been shot. I didn't see anything different. We were struggling, wrestling, he's a wrestler.

"So he's grabbing at my clothes and I got up, and he's screaming angry, and after I broke away from him. He said 'f***ing kill you bitch,'" she testified.

Asked by her lawyer whether she was convicted Alexander intended to kill her, Arias answered, "For sure. He'd almost killed me once before and now he's saying he was going to." Arias had earlier testified that Alexander had once choked her.

Arias said that she has no memory of stabbing or slashing Alexander whose body was later found with 27 stab wounds, a slit throat and two bullets in his head. She said she only remembered standing in the bathroom, dropping the knife on the tile floor, realizing the "horror" of what had happened, and screaming.

"I have no memory of stabbing him," she said. "There's a huge gap. I don't know if I blacked out or what, but there's a huge gap. The most clear memory I have after that point is driving in the desert."

Arias said that she remembered driving away from Mesa, Ariz., where she had killed Alexander, and realizing that he was likely dead. She said she threw the gun she used out of her window and into the desert and kept driving to Utah, where she was supposed to meet up with friends and a new romantic interest.

"I don't remember anything else after that. I just couldn't believe what had happened, that I couldn't take anything back that had happened, I couldn't rewind the clock," she said.

Arias' defense rests heavily on the description of Alexander's death, as her attorneys have argued she was forced to kill Alexander in self-defense. She has described what she said were Alexander's increasingly abusive and rage-filled outbursts toward her in the weeks leading up his death.

The prosecution alleges that Arias murdered Alexander in a jealous rage, and has attempted to prove that the killing was pre-meditated. They will cross-examine Arias after she is done testifying for the defense.

Dr. Drew Pinsky defended his show "Celebrity Rehab" on "The View" today, saying that he received messages of support from former participants after the death of Mindy McCready. . She was the fifth person who has appeared on the show to die in the past two years.

Dr. Drew was defending his show in the face of fresh criticism from the public and recovery advocates who say the process "doesn't belong on our TV screens." The grandfather of another one of the show's deceased alums said that when he heard about McCready, he thought to himself, "Dr. Drew lost another one."

"I wish I could be more responsible for them," Dr. Drew said of the show's alums when he called into "The View" today. "I've received yesterday about 10 emails and texts from those that are doing well that are so grateful and wanted to reassure me."

Former madam and show participant Heidi Fleiss emailed Dr. Drew to tell him the show was "the best thing I've ever done for myself," he said.

Dr. Drew said he hadn't been McCready's doctor in years, but wished some of the show's participants would have continued treatment with his team. The VH1 show had five seasons from 2008 to 2011. McCready appeared on the third season of the show.

McCready, 37, died Sunday of an apparent self-inflicted gunshot wound at her Arkansas home, police said.

Dr. Drew said he reached out to McCready recently after her boyfriend and father of one of her two children, David Wilson, died in January of a self-inflicted gunshot wound.

"She was so severely shattered by that experience. All the people around her, her friends began calling me," Dr. Drew told "The View." "She was in trouble...She was really struggling and she knew it."

He said McCready was "mortified" about the "stigma and judgment" from the public and the press and that it took convincing to get her to go a hospital. He said she eventually went, but left "prematurely" because of the fear of stigmatization and "that's when things really unraveled."

Losing custody of her children was "the last straw," Dr. Drew said.

McCready's death has revived much criticism for the TV show from the pubilc on social media and from experts.

"For whatever reason, there's this incredible fascination with people while they're actively using and their lives in addiction and we really think it doesn't belong on our TV screens," Patricia Taylor, executive director of Faces & Voices of Recovery, an advocacy group for people in recovery, told ABCNews.com.

"We don't have shows with people with cancer or diabetes or other health conditions," she said.

Taylor said that people not wanting to get treatment because they are afraid of how others will perceive them is an issue with many people, not just celebrities.

"We are very concerned about the deaths and unfortunately too many people in America are dying from addiction and we really need to make sure to make it possible for people to get the help that they need to recover," she said.

Troubled country singer Mindy McCready was "devastated" after the January death of her boyfriend and "fearful of stigma and ridicule," according to Dr. Drew Pinsky, who treated her in 2009 on "Celebrity Rehab with Dr. Drew."

McCready died Sunday of an apparent self-inflicted gunshot wound at her Arkansas home, police said. She was 37.

The country singer who soared to the top of the charts with her debut album, "Ten Thousand Angels," struggled with substance abuse, served time in jail and fought a lengthy battle with her mother over custody of her son.

The singer appeared on the third season of Dr. Drew's VH1 show. She is the fifth person who has appeared on the show to die.

"I am deeply saddened by this awful news," Dr. Drew said in a statement posted in a VH1 blog. "My heart goes out to Mindy's family and children. She is a lovely woman who will be missed by many."

Dr. Drew said that he had not treated McCready for a few years, but "reached out to her recently" after her boyfriend and father of one of her two children David Wilson, died in January of a self-inflicted gunshot wound.

"She was devastated. Although she was fearful of stigma and ridicule she agreed with me that she needed to make her health and safety a priority," Dr. Drew said. "Unfortunately it seems that Mindy did not sustain her treatment."

"Mental health issues can be life threatening and need to be treated with the same intensity and resources as any other dangerous potentially life threatening medical condition," the doctor's statement said. "Treatment is effective. If someone you know is suffering please be sure he or she gets help and maintains treatment."

Deputies from the Cleburne County Sheriff's Office were dispatched to a report of gun shots fired at McCready's Heber Springs, Ark., home at around 3:30 p.m. on Sunday.

There they found McCready on the front porch. She was pronounced dead at the scene from what appeared to be a single self-inflicted gunshot wound, according to a statement from the sheriff's office.

Cleburne County Sheriff Marty Moss told the Associated Press that it appears that McCready killed Wilson's dog before apparently shooting herself. The dog's body was found next to McCready's body when authorities arrived, the AP reported.

When reached by phone today, the Cleburne County Sheriff's Office said the sheriff would be responding to questions later in the day.

McCready was ordered to enter rehab shortly after Wilson's death, and her two children, Zander, 6, and 9-month-old Zayne were taken from her. She was released after one day to undergo outpatient care.

McCready scored a number-one Billboard country hit in 1996 with "Guys Do It All the Time," but in recent years, the country crooner has received more media attention for her troubled personal life than her music.

McCready reportedly had a decade-long affair with baseball star Roger Clemens that began when she was a teen, the New York Daily News reported in 2008. Clemens' attorney at the time denied any improper relationship, but McCready discussed details of the relationship on television.

"This is sad news," Clemens said in a statement today, posted on the Houston Astros website. "I had heard over time that she was trying to get peace and direction in her life. The few times that I had met her and her manager/agent they were extremely nice."

She has been arrested multiple times on drug charges and probation violations and has been hospitalized for overdoses several times, including in 2010, when she was found unconscious at her mother's home after taking a painkiller and muscle relaxant.

White House: Leaked Immigration Bill Draft Is Plan B

Leaked draft legislation reportedly authored by the White House would be used as a backup proposal should negotiations fail in Congress over comprehensive immigration reform, administration officials said today.

White House Chief of Staff Dennis McDonough was asked about the USA Todaystory on political talk shows this morning. On ABC’s “This Week,” McDonough told Chief White House Correspondent Jonathan Karl lawmakers would have to “make sure that it doesn’t have to be proposed.”

“Let’s make sure that that group up there, the ‘Gang of Eight,’ makes the good progress on these efforts as much as they say they want to,” McDonough said, referring to efforts of the Senate’s bi-partisan working group.

The president has previously stated that his administration would be prepared to offer their own bill should Congress fail to reach consensus. Some details of the draft, which has not been finalized or released to Congress, match previous White House proposals including a 2011 immigration blueprint.

Also appearing on NBC’s “Meet the Press,” host David Gregory asked him whether the draft signaled President Obama would drive any potential reform, over ongoing bipartisan work on Capitol Hill.

“The fact of this report, David, I think all it says to me is that we’re doing exactly what we said we’d do,” McDonough replied. “Which is that we’ll be prepared, in the event that the bipartisan talks going on on the Hill — which by the way we are very aggressively supporting — if those do not work then we’ll have an option that we are ready to put out there, as the president said in Las Vegas.”

The newspaper says it obtained the unfinished bill from an anonymous administration official, one not authorized to disclose the information.

Analysis: Leaked immigration proposal puts pressure on Senate.

Among its particulars, if passed, would be the creation of a “Lawful Prospective Immigrant” status, that could be applied for by the nation’s estimated 11 million undocumented residents. The new visa would allow its holders to legally live and work in the United States, as well as leave the country for short periods of time. After eight years visa holders who passed the program would be allowed to apply for full citizenship.

Earlier this month Democratic Gang of Eight members Sen. Richard Durbin and Sen Bob Menendez indicated the group was weighing similar a proposal that would extend the wait to 10 years. But Saturday a leading Republican in the group, Sen. Marco Rubio, immediately lambasted the White House version as “dead on arrival” in Congress.

“This legislation is half baked and seriously flawed,” he said in a statement last night. “It would actually make our immigration problems worse.  If actually proposed, the president’s bill would be dead on arrival in Congress, leaving us with unsecured borders and a broken legal immigration system for years to come.”

Rubio said Republicans had not been consulted regarding the hypothetical legislation. On ABC, McDonough denied the claim.

“We’ve been working with all the members up there [of the Gang of Eight.] We have our staff working this very aggressively with their staffs and with the members, and we’re working this very aggressively, as you think we would with such a high priority for the country,” he said.

USA Today’s article states that immigrants who seek citizenship under the White House draft would first have to submit to biometric screening, pass a criminal background check, and pay fees for the visa. Successful bids could still be disqualified for crimes, including those that would equal one year in prison, or three separate 90-day sentences.

Also included in the document are undisclosed increases to the Border Patrol, expansion of Homeland Security technologies along the border, and the hiring of an additional 140 judges to handle immigration violations.

As of press time White House officials have refused to comment directly on the specifics of the report. On NBC another Republican on the Gang of Eight, Sen. John McCain, suggested the leak might have been planned as a bargaining position.

“I believe we are making progress on a bipartisan basis. I believe we can come up with a product,” McCain said. “Leaks don’t happen in Washington on accident. This raises the question many of us continue to worry about. Does the president want a result? Or does he want another cudgel to beat up Republicans so that he can get political advantage in the next election?”

An administration official told ABC News that the White House had not intentionally floated the draft obtained by USA Today as a negotiating point. According to this official Obama aides were surprised to see the draft language in print media and thought it was unfortunate, given what they believed was substantive progress on Capitol Hill. Officials also reached out to  Gang of Eight members of both parties after the report was published to try to assure them it was not planned, they said.

Senator Rubio’s office confirmed to ABC they had received such correspondence.

Uncle: Pistorius Is 'Numb With Shock as Well as Grief'

Oscar Pistorius is "numb with shock as well as grief" his uncle told reporters Saturday as the Olympian amputee spent his second night behind bars in a South African jail for the allegedly killing his model girlfriend Reeva Steenkamp.

"All of us saw at firsthand how close [Steenkamp] had become to Oscar during that time and how happy they were," he said. "They had plans together and Oscar was happier in his private life than he had been for a long time," said Pistorius' uncle Arnold Pistorius.

The 26-year-old athlete, known as the "blade runner" because of the carbon-fiber blades he runs on, was charged Friday with premeditated murder.

Pistorius' family is "battling to come to terms with Oscar being charged with murder," Arnold Pistorius said, and still believe "there is no substance to the allegation."

Oscar Pistorius is suspected of shooting Steenkamp, 29, four times with a handgun early Thursday morning at his home in a gated community in Pretoria.

Prosecutors dismissed the reports that Pistorious mistook her for an intruder.

If convicted, Pistorius could face at least 25 years in jail.

According to South African newspaper Beeld, Steenkamp was killed nearly two hours after police were called to Pistorius' home to respond to reports of an argument at the complex.

Police said they have responded to disputes at the sprinter's residence before, but did not say whether or not Steenkamp was involved.

A memorial service for Steenkamp will be held in Port Elizabeth on Tuesday evening, reported SABC. Her body will be flown back for the service before being cremated, her family said.

"Her future has been cut short...I dare say she's with the angels," said Mike Steenkamp, Reeva Steenkamp's uncle.

Producers of the South African reality show Steenkamp competed in said the series will still premiere Saturday night on SABC as planned, but will now include a special tribute to the slain law school graduate whose modeling career was starting to take off.

"This is the only time that you see the real Reeva," executive producer and director of "Tropka Island of Treasure" Samantha Moon told "Good Morning America." "She was kind and sweet and?so hard working.

Meanwhile, the sprinter's sponsors ? including Nike, BT, Theirry Mugler, Oakley and Ossur, the Icelandic company that manufactures the prosthetic blades Pistorius races on ? are acting cautiously as the athlete awaits his bail hearing on Tuesday.

M-Net movies, a subscription-funded South African television channel has already pulled their ad campaign featuring Pistorius, tweeting, "Out of respect & sympathy to the bereaved, M-Net will be pulling its entire Oscar campaign featuring Oscar Pistorius with immediate effect."

Nike, who's ad featuring the double-amputee reads "I am the bullet in the chamber," released a statement saying the company is "continuing the monitor the situation closely."

Still, the athlete's' friends and colleagues said the murder charges have yet to sink in.

"When I heard, I was in shock and I'm just still trying to process it," Jamaican gold medal sprinter Usain Bolt told the Associated Press Friday night after the NBA All-Star celebrity game in Houston, Tex.

"I would just like to say, I have dated Oscar on and off for 5 YEARS, NOT ONCE has he EVER lifted a finger to me, made me fear for my life," his ex-girlfriend Jenna Edkins tweeted on Friday.

Cruise Ship Now Faces Expected Wave of Lawsuits

Despite having their feet back on solid ground and making their way home, passengers from the Carnival Triumph cruise ship are still fuming over their five days of squalor on the stricken ship and the cruise ship company is likely to be hit with a wave of lawsuits.

"I think people are going to file suits and rightly so," maritime trial attorney John Hickey told ABCNews.com. "I think, frankly, that the conduct of Carnival has been outrageous from the get-go."

Hickey, a Miami-based attorney, said his firm has already received "quite a few" inquiries from passengers who just got off the ship early this morning.

"What you have here is a) negligence on the part of Carnival and b) you have them, the passengers, being exposed to the risk of actual physical injury," Hickey said.

The attorney said that whether passengers can recover monetary compensation will depend on maritime law and the 15-pages of legal "gobbledygook," as Hickey described it, that passengers signed before boarding, but "nobody really agrees to."

One of the ticket conditions is that class action lawsuits are not allowed, but Hickey said there is a possibility that could be voided when all the conditions of the situation are taken into account.

One of the passengers already thinking about legal action is Tammy Hilley, a mother of two, who was on a girl's getaway with her two friends when a fire in the ship's engine room disabled the vessel's propulsion system and knocked out most of its power.

"I think that's a direction that our families will talk about, consider and see what's right for us," Hilley told "Good Morning America" when asked if she would be seeking legal action.

While she said that she does not want to be greedy or exploit the situation, she does not feel that Carnival's $500 compensation is enough for the trauma passengers suffered.

"You talk about the emotional trauma and just last night, feeling what we went through last night while we were on land with our families and our insides just trembling," she said. "I don't think it begins to even say what is needed here."

In addition to the money, passengers will receive a full refund for the cruise, transportation expenses and vouchers for another cruise.

"We made our own nest [on deck] because we were just too terrified to go inside because of the smells and the germs, so we just banded together and made our own little nest and just survived," Hilley's friend Ann Barlow said.

Her friend Carolyn Klam said she got a stomach virus from drinking bad water once the power went out and friend Tammy Hilley said her cell phone was stolen this morning as the boat came into port.

"I think going back to our room was kind of traumatic and seeing that from day one we had no home, we were homeless," Hilley said. "We would go downstairs below deck and your feet could feel the sludge that you were walking through. The smells and the liquids draining from the ceiling and the stories of people sleeping in the hallways and the sanitary bags in the hallway, that was traumatic to just watch it start piling up."

The more than 4,000 passengers and crew began to disembark from the damaged ship around 10:15 p.m. CT Thursday in Mobile, Ala., amid cheers and tears. The last passenger left the ship at 1 a.m. CT, according to Carnival's Twitter handle.

Passenger Brandi Dorsett was thankful to be home, especially for her mother who was with her on the ship. Dorsett said she wasn't pleased with the doctor on staff.

"My mother is a diabetic, and they would not even come to the room because she cannot walk the stairs to help her with insulin. She hasn't had insulin in three days," Dorsett said.

The Carnival Triumph departed Galveston, Texas, last Thursday and lost power Sunday.

After power went out, passengers texted ABC News that sewage was seeping down the walls from burst plumbing pipes, carpets were wet with urine, and food was in short supply. Reports surfaced of elderly passengers running out of critical heart medicine and others on board squabbling over scarce food.

"It's degrading. Demoralizing, and then they want to insult us by giving us $500," Veronica Arriaga said after disembarking the ship.

As the ship docked, passengers lined the decks of the Triumph, waving and whistling to those on shore. "Happy V-Day" read a homemade sign made for the Valentine's Day arrival, while another sent a starker message: "The ship's afloat, so is the sewage."

Cruise Passengers Celebrate as They Near Land

The 4,000 passengers and crew aboard the stricken Carnival Triumph cruise ship will disembark after dark tonight from the fetid cruiser dubbed "the poop deck" on social media, according to officials.

"It will come in. It will not stop," Alabama State Port Authority Director Jimmy Lyons said at a news conference today. "We're going to do everything we can from our standpoint to ensure that this is as smooth as possible."

He estimated the ship would arrive between 7 p.m. and 10 p.m. tonight.

Delighted passengers waved at media helicopters that flew out to film the ship and passenger Rob Mowlam told ABCNews.com by phone today that most of the passengers on board were "really upbeat and positive."

Nevertheless, when he gets off Mowlam said, "I will probably flush the toilet 10 times just because I can."

Mowlam, 37, got married on board the Triumph Saturday and said he and his wife, Stephanie Stevenson, 27, haven't yet thought of redoing the honeymoon other than to say, "It won't be a cruise."

Lyons said that with powerless "dead ships" like the Triumph, it is usually safer to bring them in during daylight hours, but, "Once they make the initial effort to come into the channel, there's no turning back."

"There are issues regarding coming into the ship channel and docking at night because the ship has no power and there's safety issues there," Richard Tillman of the Mobile Bay Convention and Visitors Bureau told ABCNews.com.

When asked if the ship could be disembarked in the dark of night, Tillman said, "It is not advised. It would be very unusual."

Carnival Cruise Senior Vice President of Marketing Terri Thornton, however, insisted during a news conference at the port of Mobile today, "Our understanding is it will be alongside this evening."

Thornton denied the rumors that there was a fatality on the ship. He said that there was one illness early on, a dialysis patient, but that passenger was removed from the vessel and transferred to a medical facility.

The U.S. Coast Guard is assisting now and there are multiple generators on board. And customs officials will board the ship while it is being piloted to port to accelerate the embarkation, officials said.

After eight miserable days at sea, the ship's owners have increased the compensation for what some on board are calling the vacation from hell.

All 3,143 passengers aboard the 900 foot colossus, which stalled in the Gulf of Mexico after an engine room fire early Sunday, were already being given a full refund for the cruise, transportation expenses and vouchers for a another cruise. Carnival Cruise Lines is now boosting that offer to include another $500 per person. Gerry Cahill, president and CEO of Carnival Cruise Lines, announced the additional compensation Wednesday.

"We know it has been a longer journey back than we anticipated at the beginning of the week under very challenging circumstances," he said in a statement. "We are very sorry for what our guests have had to endure. Therefore, in addition to the full refund and future cruise credit already offered, we have decided to provide this additional compensation."

Carnival also said that it has canceled a dozen planned voyages for the Triumph and acknowledged that the crippled ship had been plagued by other mechanical problems in the weeks before an engine-room fire left it powerless in the Gulf of Mexico.

Dorner Hid Just Steps From Command Center

Christopher Dorner, the fugitive ex-cop whom authorities believe died in a fiery standoff with police Tuesday night, was apparently holed up in a snow-covered cabin in the California mountains just steps from where police had set up a command post and held press conferences during a five-day manhunt.

The charred remains of a body believed to be Dorner was removed from another cabin, high in the San Bernadino Mountains near Big Bear, Calif., the site of Dorner's last stand. Cornered inside the mountain cabin, the suspect shot at cops, killing one deputy and wounding another, before the building was consumed by flames.

Police are working to officially identify the body, but "have reason to believe that it is him," said San Bernardino County sheriff's spokeswoman Cynthia Bachman.

The manhunt for Dorner, 33, one of the biggest in recent memory, led police to follow clues across the West and into Mexico, but it ended just miles from where Dorner's trail went cold last week.

Residents of the area were relieved today that after a week of heightened police presence and fear that Dorner was likely dead.

"I'm glad no one else can get hurt and they caught him. I'm happy they caught the bad guy," said Ashley King, a waitress in the nearby town of Angelus Oaks, Calif.

Hundreds of cops scoured the mountains near Big Bear, a resort area in Southern California, since last Thursday using bloodhounds and thermal-imaging technology mounted to helicopters, in the search for Dorner. The former police officer and Navy marksman was being hunted as the suspect who had killed a cop and cop's daughter and had issued a "manifesto" declaring he was bent on revenge and pledged to kill dozens of LAPD cops and their family members.

But it now appears that Dorner never left the area, and may have hid out in an unoccupied cabin just steps from where cops had set up a command center.

It was at the cabin Tuesday morning where two women arrived to find a man matching Dorner's description inside. He took the women hostage, tying them up and stealing their car. At 12:20 p.m. PT, one of the woman broke free and called police.

Dorner crashed that car and hijacked a pickup truck as officials from the state Fish and Game Department pursued him.

"I saw some movement in the trees and it was Christopher Dorner and he came out onto the road, out of the snow, and he was dressed in all camouflage and had a big assault, sniper-type rifle and he had a vest on, like a ballistics vest. He was dressed up to do some damage it looked like. He said, 'I don't want to hurt you. Just get out and start walking up the road and take your dog with you,' Rick Heltebrake, the pickup's driver, told ABC News.

Dorner then took off into the woods on foot, where sheriff's deputies pursued him to a rental cabin in which he barricaded himself and began firing.

Two deputies were wounded in the firefight and airlifted to a nearby hospital, where one died, police said. The second deputy received non-life threatening injuries, police said.

Some local television stations broadcast police scanner traffic of the firefight, punctuated by the sound of automatic gunfire.

"It was horrifying to listen to that firefight and to hear those words. 'Officer down' is the most gut-wrenching experience that you can have as a police officer," said LAPD spokesman Lt. Andrew Neiman.

Over the course of the next five hours, heavily armed SWAT teams with tank-like vehicles surrounded the cabin, even firing tear gas inside, but never entered the building.

Cops said they heard a single gunshot go off from inside the cabin just as they began to see smoke and fire. Later they heard the sound of more gunshots, the sound of ammunition being ignited by the heat of the blaze, law enforcement officials said.

Dorner is accused of killing four people, including the deputy shot on Tuesday. Last Thursday he allegedly gunned down Riverside police officer Michael Crain, who was laid to rest today.

Crain's shooting and the discovery of an online manifesto pledging to kill dozens of cops launched the dragnet.

Three years after the White House arranged a hero's welcome at the State of the Union address for the Fort Hood police sergeant and her partner who stopped the deadly shooting there, Kimberly Munley says President Obama broke the promise he made to her that the victims would be well taken care of.

"Betrayed is a good word," former Sgt. Munley told ABC News in a tearful interview to be broadcast tonight on "World News with Diane Sawyer" and "Nightline."

"Not to the least little bit have the victims been taken care of," she said. "In fact they've been neglected."

There was no immediate comment from the White House about Munley's allegations.

Thirteen people were killed, including a pregnant soldier, and 32 others shot in the November 2009 rampage by the accused shooter, Major Nidal Hasan, who now awaits a military trial on charges of premeditated murder and attempted murder.

Tonight's broadcast report also includes dramatic new video, obtained by ABC News, taken in the immediate aftermath of the shooting, capturing the chaos and terror of the day.

Munley, since laid off from her job with the base's civilian police force, was shot three times as she and her partner, Sgt. Mark Todd, confronted Hasan, who witnesses said had shouted "Allahu Akbar" as he opened fire on soldiers being processed for deployment to Afghanistan.

As Munley lay wounded, Todd fired the five bullets credited with bringing Hasan down.

Despite extensive evidence that Hasan was in communication with al Qaeda leader Anwar al-Awlaki prior to the attack, the military has denied the victims a Purple Heart and is treating the incident as "workplace violence" instead of "combat related" or terrorism.

Al-Awlaki has since been killed in a U.S. drone attack in Yemen, in what was termed a major victory in the U.S. efforts against al Qaeda.

Munley and dozens of other victims have now filed a lawsuit against the military alleging the "workplace violence" designation means the Fort Hood victims are receiving lower priority access to medical care as veterans, and a loss of financial benefits available to those who injuries are classified as "combat related."

Some of the victims "had to find civilian doctors to get proper medical treatment" and the military has not assigned liaison officers to help them coordinate their recovery, said the group's lawyer, Reed Rubinstein.

"There's a substantial number of very serious, crippling cases of post-traumatic stress disorder exacerbated, frankly, by what the Army and the Defense Department did in this case," said Rubinstein. "We have a couple of cases in which the soldiers' command accused the soldiers of malingering, and would say things to them that Fort Hood really wasn't so bad, it wasn't combat."

A spokesperson for the Army said its policy is not to comment on pending litigation, but that it is "not true" any of the military victims have been neglected and that it has no control over the guidelines of the Veterans Administration.

Secretary of the Army John McHugh told ABC News he was unaware of any specific complaints from the Fort Hood victims, even though he is a named defendant in the lawsuit filed last November which specifically details the plight of many of them.

"If a soldier feels ignored, then we need to know about it on a case by case basis," McHugh told ABC News. "It is not our intent to have two levels of care for people who are wounded by whatever means in uniform."

Some of the victims in the lawsuit believe the Army Secretary and others are purposely ignoring their cases out of political correctness.

Benedict XVI First Pope to Resign in 600 Years

Pope Benedict XVI's unprecedented announcement today that he will resign Feb. 28 brings to a close one of the shortest papacies in history, for which the pontiff will leave a legacy as a leader with views in line with church tradition, but also as one who worked during a controversial reign to advance religious links cross the globe.

The pope's decision, which he announced in Latin today during a meeting of Vatican cardinals, makes him the first pontiff to resign in nearly 600 years. It was perhaps the most shocking moment of his nearly eight years as leader of the world's roughly 1 billion Catholics, years in which he worked on religious outreach.

"I think he deserves a lot of credit for advancing inter-religious links the world over between Judaism, Christianity and Islam," Israeli Chief Rabbi Yona Metzger's spokesman said today. "During his period, there were the best relations ever between the church and the chief rabbinate and we hope that this trend will continue."

Horst Seehofer, minister-president of the German state of Bavaria, where Benedict was born as Joseph Aloisius Ratzinger 85 years ago, echoed the sentiments about his work for the greater good, adding that Benedict had a global reach.

"With his charisma and his tireless work for the good of the Church, the Pope from Bavaria has inspired people all over the world," he said.

Such global reach and efforts to reach the masses resulted recently in a new Twitter account, which the Vatican launched in late-2012. But true to his traditional worldview, he cautioned the world's Catholics at his Christmas 2012 Mass about the risk of technology's pushing God out of their lives.

"The faster we can move, the more efficient our time-saving appliances become, the less time we have. And God? The question of God never seems urgent. Our time is already completely full," he said.

Benedict XVI was the oldest pope to be elected at age 78 on April 19, 2005. He was the first German pope since the 11th century and his reign will rank as one of the shortest in history at seven years, 10 months and three days.

The last pope to resign was Pope Gregory XII, who stepped down in 1415.

Vatican officials said they've noticed that he has been getting weaker, while Benedict said he is aware of the significance of his decision and made it freely.

He was widely seen as a Catholic conservative who was in line with the politics of his predecessor, Pope John Paul, and Russian Orthodox Church spokesman Dimitriy Sizonenko pointed out today that the Vatican is unlikely to move away from that tradition.

"There are no grounds to expect that there will be any drastic changes in the Vatican's policies," he said.
"In its relations with Orthodox Churches, the Roman Catholic Church has always ensured continuity between Popes."

Benedict did court controversy, memorably with his speech in September 2006 at the University of Regensburg, in which he quoted a remark about Islam by Byzantine Emperor Manuel II Palaiologos that some of the teachings of the Prophet Muhammad are "evil and inhuman."

A number of Islamic leaders around the world saw the remarks as an insult and mischaracterization of the religion. Mass protests ensued, notably in the West Bank and Gaza Strip. Benedict soon apologized.

John Thavis, Rome bureau chief for the Catholic News Service, said Catholics will remember him as a gentle and very deep teacher.

"I think the outside world will probably have a different impression of this pope," he said. "I think they will remember him as someone who probably found it hard to govern the church in the face of the scandals that the church has experienced over the last several years."

During his papacy, Benedict was forced to address accusations that priests had sexually abused boys, a scandal that hit in the United States more than a decade ago and soon spread across Europe.

As the Catholic church was rattled by such allegations, the Vatican published "Criteria for the Discernment of Vocation for Persons with Homosexual Tendencies."

It was widely viewed as the church's response to the worldwide scandal, but was also criticized for drawing a connection between pedophilia and homosexuality.

In 2008, the pope said the clergy sex abuse scandal in the United States made him feel "deeply ashamed." In 2010, Benedict apologized directly to victims and their families in Ireland.

"You have suffered grievously and I am truly sorry," he wrote to victims of child sex abuse by clergy in Ireland.

Benedict had plenty of critics during his papacy over what was perceived as archaic views on contraception. In March 2009, he commented that condoms are not the solution to the AIDS crisis, and can make the problem worse. He revised the comments in 2010, saying that male prostitutes who use condoms might be taking a first step toward a more responsible sexuality.

More controversy came in 2010, when, in what is seen as a gesture to traditional Catholics, Benedict removed restrictions on celebrating the old Latin Mass. The old rites include a Good Friday prayer for the conversion of Jews.

The year 2012 brought the "Vatileaks" scandal in which Benedict's former butler Paolo Gabriele was convicted of stealing the pope's private papers from his apartments and leaking them to a journalist, who published them in a best-selling book. Gabriele was sentenced to 18 months in an Italian prison.

"I think it's a sign of the great humility of this pope and his love of the church and his courage," he said.

The role Benedict will play in retirement, as well as any enduring legacy of his brief but busy papacy, might be his love for the church, his humility or his courage. Or, perhaps, it has yet to be clearly understood.

Paterno Family Fights 'Rush to Injustice'

The Paterno family is fighting to restore the legacy of former Penn State football coach Joe Paterno, flatly denying the allegations in the report by former FBI Director Louis Freeh that the legendary coach was complicit in a coverup of child sexual abuse by a former assistant coach.

"The Critique of the Freeh Report: The Rush to Injustice Regarding Joe Paterno," the report prepared by King & Spalding and released on paterno.com this morning, is described as an attempt to set the record straight with independent expert analysis examining the "most glaring errors on which the Freeh report is based."

"The Freeh report reflects an improper 'rush to injustice,'" the 238-page critique says. "There is no evidence that Joe Paterno deliberately covered up known incidents of child molestation by Jerry Sandusky to protect Penn State football or for any other reason; the contrary statements in the Freeh report are unsupported and unworthy of belief."

In their critique of the Freeh report, former U.S. Attorney General Dick Thornburgh and experts Jim Clemente and Fred Berlin examined the Freeh report and found that the report is "deeply flawed and that key conclusions regarding Joe Paterno are unsubstantiated and unfair."

According to the critique, the Freeh report "uncovers little new factual information as to Joe Paterno and does very little to advance the truth regarding his knowledge, or more accurately lack of knowledge, of Jerry Sandusky's molestation of children."

Freeh called the critique a "self-serving report" that "does not change the facts."

Penn State, which commissioned Freeh to conduct the investigation, stood by the report and said it is moving forward with the 119 recommendations Freeh made.

"To date, the University has implemented a majority of those recommendations, which are helping to make the University stronger and more accountable," the school said in a statement today. "The University intends to implement substantially all of the Freeh recommendations by the end of 2013."

Former assistant coach Jerry Sandusky was sentenced last year to 30 to 60 years in prison after he was convicted of 45 criminal counts of sexually abusing young boys.

Some of the abuse occurred at the Penn State campus, and at least one incident was observed by a graduate assistant who said he reported it to Paterno. However, school officials did not report the allegations to law enforcement.

In the wake of the Sandusky scandal, Joe Paterno, who coached the Nittany Lions for 46 years and became the winningest coach in Division 1 football history in 2011, was dismissed.

The allegations of Paterno's involvement in a coverup came as a shock that reverberated beyond the Penn State campus, because of his reputation as a coach who valued character and academic achievement as much as winning.

Following his dismissal, Paterno was diagnosed with lung cancer and broke his hip. He died on Jan. 22, 2012, at the age of 85.

Former Penn State University President Graham Spanier, along with Penn State athletic director Tim Curley, and school vice president Gary Schultz are awaiting a hearing after they were accused of lying and concealing the sex abuse allegations against Sandusky.

Freeh Report Critique

Released in July, the 267-page report by Freeh concluded that Joe Paterno and his superiors valued the football program and the image of Penn State more than they valued the safety of Sandusky's victims.
